Traci Marchand is the ICJ Commissioner and Juvenile Court Services Administrator for North Carolina. She has worked with Interstate Compact for over 12 years. Traci was previously a juvenile intensive parole officer in the Commonwealth of Virginia before becoming a juvenile court counselor in North Carolina. From 2013-2015, she was the Training, Education and Public Relations Chairperson for the Interstate Commission for Juveniles. Traci also served for two years as the Chair of the Information Technology Committee for ICJ from 2011-2013. She is a national ICJ Rules trainer for the Commission as well.

Traci is a past recipient of the NC Juvenile Justice Commissioner’s Award for Excellence for Court Services (July 2013). As the Juvenile Court Services Administrator, she functions as a key link between juvenile justice field staff and the juvenile justice central office in North Carolina. Traci assists in the proper dissemination of information and directives and problem-solves issues on a case-by-case basis across all administrative and support structures. A native Virginian, she became a Tar Heel after earning her BA in Political Science from The University of North Carolina at Chapel Hill. Traci also has an MS in Criminal Justice from Radford University.
