Mike is the state Director of the Division of Probation Services for the West Virginia Supreme Court of Appeals and Administrator of the Juvenile Interstate Compact having been appointed to those positions by the unanimous vote of the Court’s five Justices in May of 2002. Mike has also been appointed as West Virginia’s Commissioner to the Juvenile Interstate Compact Commission. Mike was elected by the Juvenile Interstate Compact Commission as Vice-Chair of the Commission and its Executive Committee at its annual business meeting in August of 2015 and August 2016. He has served as a member of the Executive Committee of the National Commission, Chair of the Compliance Committee, a member of the Rules Committee, and a member of the Finance Committee. Mike also served three full terms as Chair of the former Association of Juvenile Compact Administrators.

Mike currently serves as a member of the West Virginia Juvenile Justice Reform and Oversight Committee and is also a Commissioner for the Commission to Study the Residential Placement of Children. He is a member of the Governor’s Committee on Crime, Delinquency and Correction, the Juvenile Justice Subcommittee, the State Advisory Group (SAG), the Community Corrections Subcommittee, the Byrne Justice Assistance Grant (JAG) Board, the WVSCA Court Improvement Program’s Juvenile Justice Subcommittee, and the West Virginia Adult Compact State Council. He served as proxy for Chief Justice Robin Jean Davis to the West Virginia Intergovernmental Task Force on Juvenile Justice. He has served on the Governor’s Commission on Prison Overcrowding. Mike also served four terms as chairman of the Governor appointed West Virginia Partnership for Community Well-Being which was the Governor’s substance abuse planning and intervention body. Mike has been instrumental in initiating, developing and expanding West Virginia’s juvenile drug court programs and is the general administrator of West Virginia’s juvenile and adult drug court programs. One of his proudest accomplishments has been the development and implementation of the statewide Sex Offender Intensive Supervision Program with a designated supervision unit of nearly forty specially trained probation officers to, for the first time in West Virginia’s history, provide intensive community based supervision of sex offenders. Mike has also been actively engaged in promoting and expanding the growing School Based Probation Officer program throughout the State.

Prior to coming to the Administrative Office of the Courts as Director of the Division of Probation Services, Mike was a Probation Officer for nearly 15 years in Cabell County, West Virginia. Before that he was the Program Director and Counselor, and then Acting Director, of the former Cabell County Youth Detention Center. He was also a full-time minister for 12 years and is very active in his local church. He resides in Huntington with his wife Dee and fifteen year old son, Blake. He is also the father of two beautiful daughters and grandfather of five.
