Circumstances of the return
Youth was a Clark County dual dependency/delinquent ward who was picked up in AZ as a missing person out of Las Vegas. It was later discovered that the youth had a warrant as well.

Issues that occurred in the course of the return
The transporting officers weren't aware that airline staff consider handcuffed youth a security risk so when escorts and youth attempted to board the plane, they were declined due to the youth wearing handcuffs.
